Are there any industry specific job seeking websites? Are there any requirement that I need to meet to be eligible?

Some background information about me:
I earned my bachelor's degree from the University of Miami in 2006 and have had job experience in sales, construction, and the legal industry. In the fall of 2009 I dropped out of my first year of law school. I cant really stand office work and am looking for something physical where I can make a decent living. My mother's cousin (who I don't know) works on an offshore rig and after reading into it I became interested.

Going to be real tough right now thanks to obama and sillyczar. There are about 12000 experienced hands out there drawing unemployment waiting to get back to work and no real hopes of it happening any time soon.

I would advise maybe looking into some of the service companies websites and their career listings. As you spend time there you can progress towards the OS end of things while networking with customers and rig hands. You might find something you like better.
